On 21 to 22 June 2023, Judge Cristian Deliorga and Judge Gheorghe Stan, accompanied by Mrs Ana-Maria Saon, counsellor within the External Relations, Press Relations and Protocol Department, represented the Constitutional Court of Romania in the International Conference with the topic ‘Constitution as the basis for building a democratic rule of law’, an event dedicated to the 30th anniversary of the adoption of the Constitution of the Kyrgyz Republic.
The event organised by the Venice Commission in cooperation with the Constitutional Court of the Kyrgyz Republic was attended by both high representatives of national authorities, amongst whom the President of the Republic, the Ombudsman, the President of the Supreme Court, the Minister of Justice, the representative of the Parliament of the Kyrgyz Republic, and foreign representatives, members of the Venice Commission, presidents and judges of the constitutional courts of Europe and Asia, including Mr Pierre Nihoul, President of the Constitutional Court of Belgium, Mr Mirza-Ulugbek Abdusalomov, resident of the Constitutional Court of the Republic of Uzbekistan, Mr Zlatko Knezevic, Vice-President of the Constitutional Court of the Republic of Bosnia and Herzegovina, Mrs Domnica Manole, Judge and former President of the Constitutional Court of the Republic of Moldova, Member of the Venice Commission on behalf of the Republic of Moldova, Mr Mariana Canotilho, Judge of the Portuguese Constitutional Court, Mr Ceyhun Qaracayev, Judge of the Constitutional Court of the Republic of Azerbaijan, Mr Wahiduddin Adams, Judge of the Constitutional Court of the Republic of Indonesia, Mr Artur Vagharshyan, Judge of the Constitutional Court of the Republic of Armenia, Mr Asan Eskendirov, Judge of the Constitutional Court of the Republic of Kazakhstan, and representatives of the academia, the event constituting thus an excellent opportunity for strengthening the inter-institutional dialogue.
The conference was organised over two days and was structured in three sessions. At the first session, Judge Gheorghe Stan presented the paper “Constitutional heritage and the role of constitutional justice in the formation of a legal, democratic state. Experience of Romania”.
In the other sessions, topics such as: “Powers of constitutional review bodies in the context of global changes: challenges and perspectives” and “Experience of constitutional review bodies in foreign countries in promoting constitutional values in society” were discussed. The interventions during the sessions were followed by rounds of debates during which many participants expressed a real interest in the experience and practice of their colleagues from other jurisdictions, being thus underlined once more the importance of meetings between members of constitutional jurisdiction authorities.
