From June 15th to 19th, 2025, the delegation of the Constitutional Court of Romania, comprised of Judges Cristian DELIORGA and Gheorghe STAN, accompanied by counsellor Ana-Maria Saon, participated in the international scientific and practical conference on the theme of ” The establishment of constitutional justice in new democracies,” held on the occasion of the 35th anniversary of the establishment of the Constitutional Court of the Kyrgyz Republic. The event, which took place in the Issyk-Kul region of the Kyrgyz Republic, aimed primarily to explore the vital importance of constitutional justice in transitioning democracies.
The conference proceedings were structured into three sessions: Session 1 – ” Experience in the establishment of constitutional justice: achievements, problems, and challenges”, Session 2 – ” International standards and its impact on the development of constitutional justice in new democracies” and Session 3 – ” Prospects for constitutional justice in new democracies“.
The Romanian delegation had an active and substantial participation in the conference debates. During the first session, Judge Gheorghe STAN presented the paper entitled “Evaluation of Emerging Technologies through the Lens of Constitutional Courts: Guarantees, Rights, Freedoms and Challenges“.
The presentation addressed the essential role of constitutional courts in the context of emerging technologies, emphasizing the imperative need to reevaluate constitutional principles for protecting fundamental rights and freedoms in the face of accelerated technological progress, including in areas such as artificial intelligence and biotechnology.
The paper promoted the concept of “digital constitutionalism”, highlighting the critical importance of establishing clear boundaries, protecting confidentiality, combating online abuses, and ensuring equitable access to technology, with the aim of guaranteeing the viability of constitutionalism in an increasingly digitalized society.
Also, the interventions of Judge Cristian DELIORGA during the debates and the question and answer session clarified aspects related to concrete cases in Romania in which the Constitutional Court of Romania was confronted with situations in which the challenges accompanying new digital technologies were discussed.
The participation of the Romanian delegation was highly valued, providing an essential forum for the exchange of legal perspectives and the examination of the crucial role of constitutional justice in new democracies, while also contributing to the strengthening of bilateral relations and the exchange of experience in the field of constitutional justice.
