Livia-Doina STANCIU

Livia Doina Stanciu, appointed judge by the President of Romania (2016), for a nine-year term of office.

Born on 25 October 1956, in the city of Galați.

Graduate of the Faculty of Law, University of Bucharest (1980). Post-graduate course, speciality Criminal Law, the Bucharest University (1983-1984); Training course in “Courts’ Management” – a Cooperation Programme with the Swiss Confederation Federal Department of Justice and Police (2001); Community expert of the European Union – the National Institute of Magistracy in cooperation with the Helsinki Committee, the School for Magistrates of Zutphen, the Netherlands (2000-2001).

Doctor in Law (Ph. D): speciality Criminal Law, the Romanian Academy – Institute of Judicial Research (2008). Doctoral thesis on “Exegesis of the Criminal Law”.

Judicial Career: Chief Justice, the High Court of Cassation and Justice (2010-2013 and 2013 – July 12th, 2016); Chair of the Criminal Chamber, the High Court of Cassation and Justice (2007-2008); Judge at the Criminal Chamber, the High Court of Cassation and Justice (2004-2010); Judge at the Galați Court of Appeals (2002 – July 2004 and 1998-2000); President of the Galați County Court (2001-2002); Chair of the Criminal Chamber, Galați County Court (1996-1998); Judge at the Criminal Chamber, Galați County Court (1994-1996); Prosecutor at the Prosecutor’s Office attached to Galați District Court (1980-1994).

Vice-President of the Network of the Presidents of the Supreme Judicial Courts of the European Union (2012 – July 2016).

Member of the International Association of Penal Law, Paris (since 1999).

Representative of the High Court of Cassation and Justice to the Romanian Judicial Network in Criminal matters (2010 – July 2016).

Representative of the High Court of Cassation and Justice to the Scientific Council of the National Institute of Magistracy (2005-2008 and 2008-2011).

Trainer at the National Institute of Magistracy – initial and continuous training of judges and prosecutors: study discipline Criminal Law and Criminal Procedure Law (since 2004).

Lecturer, the “Danubius” University of Galați (2000-2005): courses in Criminal Law, General Part and Special Part.

Author of studies, articles, scientific contributions, collections of judicial practice in the field of Criminal Law and Criminal Procedure Law, and also European Union law. Lectures delivered in numerous conferences and seminars, both domestic and international, on issues concerning transposition of norms of EU law into the New Criminal Code and Criminal Procedure Code, extended confiscation, corruption offences and ways in fighting against corruption, prevention and combating of trafficking in persons, the presumption of innocence, covert investigator, the right to remain silent, role of the national judge in the application of Community Law etc.
