Born on 5 May 1954, in the city of Iași.

Graduate of the Faculty of Law, “Al.I. Cuza” University of Iași (1977).

Documentation stage (1990) in Comparative constitutional law (France, Spain, Italy).

Doctor of Legal Sciences, speciality Constitutional Law, Faculty of Law, University of Bucharest (1997).

1977-1990: Lawyer in the Bar of Iași; the Bar of Vaslui;

1990: Member in the Provisional Council of National Unity (CPUN);

1990-1992: Elected Deputy to the Assembly of Deputies, Parliament of Romania;

Vicepresident of the Assembly of Deputies; Vicepresident of the Constituent Assembly Committee, member of the Drafting Committee of Romania’s Constitution; member of the Drafting Committee of the Standing Rules of the Assembly of Deputies;

1993:Presidential counsellor at the Legal Department in Romania’s Presidential Administration;

The “Andrei Rădulescu” Prize in the field of History of Law, awarded by the Union of Jurists of Romania for the paper “Interpretation of the Constitution” (co-authored), 2002.
