Born on 9 September 1958, in Huși, Vaslui County.

Graduate of the Faculty of Law, “Al.I. Cuza” University of Iași (1982).

Two Doctoral titles in Law: speciality Public International Law, “Al.I. Cuza” University of Iași (1999), and speciality Civil Law, University of Bucharest (2008), awarded with Summa cum laude.

Associate professor (1997-2007) at the Faculty of Law, “Al.I. Cuza” University – Iași; thereafter professor (2007-2010) and doctoral adviser, disciplines: Public International Law; Legal Protection of Human Rights; European Convention of Human Rights and ECHR case-law.

Lawyer in the Bar of Vaslui (1982-1991).

Judge in the First-Instance Court of Iași (1991-1993); Iași Tribunal (1993-1999); Iași Court of Appeal (1999-2009); High Court of Cassation and Justice (2010 – September 2011).

Trainer with the National Institute of Magistracy (2004), discipline Civil Law.

Member in the Scientific Board of the National Institute of Magistracy (2005-2008 and 2008-2011).

Elected Member in the Superior Council of Magistracy (September 2011 – August 2012).

Minister of Justice, the Government of Romania (August 2012 – March 2013).

Coordinator, in partnership with the Social Alternatives Association, of the Project “Improving Management and Transparency in the Judicial System of Romania” (2006).

Member of the Magistrates’ Association of Romania (1994-2011); elected Vice-chair (2005-2008), then Chair of the Association (2008 – July 2010).

Awarded the National Order “For Merit” in degree of Commander; “Moral and Professional Benchmark for the other Magistrates” Distinction by the Magistrates’ Association of Romania; the “Istrate Micescu” Prize, of the Union of Jurists of Romania; “Person of the Year 2010 in Romania” awarded by the Cotidianul.ro newspaper.

Founder of the Bulletin of the European Court of Human Rights; member in the scientific and editorial board of publications: The Weekly Pandects and Review of Social Economy.

Author of more than 100 scientific papers, studies and articles, as well as numerous collections of judicial practice. Published work includes, among many others:
